Your firefighters and paramedics are certified — that's their job. The exposure sits with everyone else the public actually encounters day to day: the recreation center front desk, the library circulation staff, the parks crew, the transit operator, the clerk at the counter.
These are the roles that are physically closest to the public, often working alone or in small teams, frequently in buildings with an AED on the wall that nobody has been trained to use.

Records that have to survive scrutiny. Public employers get asked for documentation by risk management, by insurers, by councils, and sometimes through records requests. A photocopied class roster is a weak answer.

Most municipalities have installed AEDs across public buildings. A PAD program is only as good as the number of people on site willing and trained to open the cabinet.
